Administration recommends $400M nonrecurring, starts $25M recurring for roads

Commissioner Bryson said the administration recommends $400,000,000 in nonrecurring funding to address the transportation backlog and proposed $25,000,000 in recurring general-fund support—an initial step toward making more transportation funding recurring after recent one-time investments. He reminded members the General Assembly previously redirected tire sales revenue into transportation and that the new recurring sum is modest but intended to 'break the seal' on ongoing general-fund support.
Members pressed Bryson and his staff about the trade-offs between recurring and nonrecurring allocations and about recent bond activity. Bryson and Director Thurman explained that while the state has ample general-obligation bond capacity, recurring bond-service costs constrain how much new debt can be supported in the base budget. "Part of this is kind of breaking that seal, so to speak, and getting this started," Bryson said.
