Parker County commissioners on Nov. 24 reviewed a single response to an RFP for bundled insurance covering workers' comp, auto liability, general liability, property, law enforcement and cybersecurity. Staff recommended the Texas Association of Counties' (TAC) response and presented cost options tied to deductible choices. After robust discussion about historic claim counts and fiscal impact, the court voted to keep $0 deductibles for auto and general liability and to award the bundled contract to TAC.
Staff outlined that a $0 deductible for auto liability would require a county contribution of $115,007.29 under the TAC proposal; raising the deductible to $1,000 would reduce the contribution but increase the county's exposure. Commissioners debated expected claim frequency and whether unbundling workers' compensation from the RFP would attract more bidders in future solicitations. "For auto liability, it's a $0 deductible, would be a contribution of $115,007.29," staff said while presenting the options. After discussion, the court approved the motion to accept $0 deductibles and to award the contract; the motion carried 5–0.
Commissioners directed staff to follow up with the auditor's office on budget allocations and to consider procurement structure changes for next year's RFP to increase vendor competition.
