State CIO: cloud migrations, cybersecurity grants and AI governance among IT priorities

Kristen Darby, chief information officer for Strategic Technology Solutions (STS), briefed the committee on several IT initiatives funded in recent years: large cybersecurity grants to local governments, cloud migration of roughly 250 applications, business process automations and an emerging suite of AI governance policies.
"Cloud enablement, we have 2 50 applications that have been migrated, which represents approximately 60% of our eligible applications across our portfolio," Darby said. She described 145 deployed automations that saved an estimated 114,000 hours of manual work and said STS is embedding AI governance into procurement: "We have established an AI governance process to ensure AI is being responsibly" applied.
Members flagged major IT projects (offender management replacement, Edison ERP, CCWIS/CCWIS equivalents) and asked about budgets and delivery timelines; Darby reported green status for several projects and provided spend‑to‑date figures (for example, $8.5M spent on the offender management replacement to date).
