Enforcement: LCB staff say they used education to correct unauthorized expanded-service behavior

Board members asked whether licensees and event operators were aware of the new authorizations and whether unapproved behavior occurred in the field during World Cup events. Enforcement and education staff said they saw instances of expanded service outside approved areas and used an education-first approach.
"We did have that occurring out there," an enforcement/education staff member said, explaining that field teams handed out flyers and educated on-site staff and licensees. When a participating licensee had a violation in its approved expanded area, staff contacted the licensee to correct the issue and helped update the floor plan.
Caitlin Goovey told the board the LCB had worked to notify licensees via a revamped webpage, messages through GovDelivery, direct outreach to local governments, and a printed brochure shared with enforcement partners to distribute in the field. Board members said they want a fuller enforcement presentation on World Cup operations in a future meeting.
