The Washington State Liquor and Cannabis Board on July 1 approved a CR-103 to implement engrossed substitute House Bill 2476, which raises the maximum number of seats a theater may have to qualify for a spirits, beer and wine theater license from 120 to 200.
Kevin Walder explained the rulemaking was processed through the expedited legislative implementation track. He said the board received a comment asking that the statutory electronic ID-scanner requirement be expanded in rule to allow alternative ID verification during power or software failures; staff's response, included in the concise explanatory statement, noted the agency cannot change statutory language but that enforcement officers typically exercise discretion when outages occur and often offer education before issuing a violation.
Board member Ali moved approval and Pete seconded; the motion passed unanimously, 3-0. Staff said the CR-103 will be filed with the code reviser's office and adopted as published.
