Board adopts expedited rule to let snack bars serve wine by the glass

The Washington State Liquor and Cannabis Board voted unanimously on July 1 to file and adopt a CR-103 implementing House Bill 1526, which allows snack-bar liquor licensees to serve wine by the glass.
Kevin Walder, policy and rules manager, told the board the proposed amendments are explicitly prescribed by statute and thus qualified for expedited rulemaking. "Because the proposed rule changes are explicitly dictated in statute and the board has no discretion regarding implementation, these rule amendments qualified for expedited rulemaking," he said. Board member Pete moved to approve the filing and Ali seconded; the motion passed 3-0.
Staff said the code reviser filing will happen the same day and the rules will become effective immediately upon filing where statutorily authorized. The board did not record further discussion or public comment on this item at the meeting.
