Courts ask $39.6M to finish statewide e‑filing, case management and data system

The Administrative Office of the Courts requested $39.6M nonrecurring and recurring funds for 18 IT positions to finish an off‑the‑shelf statewide court management and e‑filing system designed to replace disparate local systems and provide near‑real‑time case data to the public and policymakers.
Michelle Long, director of the Administrative Office of the Courts, outlined the AOC's multi‑year project to consolidate court systems into a single statewide platform for e‑filing, case management, payment processing and a public data repository. The AOC said 84 counties already report into the General Sessions Data Repository but that vendor diversity and data mapping complexities require a centralized solution. “For the 1st time, Tennessee is building a single modern statewide court system that connects every trial court and general sessions court in every county throughout the state,” Long told the committee.
The AOC requested $39,625,000 to complete implementation and $2,109,000 recurring to hire 18 IT staff to operate and support the system. Long recounted that an earlier RFP process resulted in a protested award and said the AOC will reissue procurement documentation after lessons learned; vendor estimates for a complete implementation ranged from about $69M to $199M, and the AOC said it has scoped the request in the middle of that range to finish core functionality and launch the first courts onto the platform.
