The department asked for an $80,000,000 state investment to design and build an Army aviation support facility at the Volunteer Training Site in Smyrna, citing an expiring lease at Berry Field and the risk that federal mission assignments and associated economic impact could shift out of state without a relocation plan. Director Sheehan and staff also outlined large disaster‑response costs from storms Helene and Fern and described coordination of debris removal, medical transport missions and the governor’s response and recovery fund; the department requested replenishing that fund with $100,000,000 in the proposed budget.
