Board urged to be practical on outside-agency grants after some groups decline to apply

Administrator Hulte reviewed the outside-agency section of the packet (page 18) and noted two entities had not submitted requests: a veterans memorial program (declined to apply for its small allotment) and the Humane Society (staff could not get a response). "If we do not receive it for our August proposal, then we will remove it from the request," Hulte said.
Commissioners discussed whether the application process could be simplified for small awards. One commissioner observed the paperwork may not be worth the small amounts involved and asked whether the county could distribute funds without applications; staff cited a prior legal opinion and said the board lacks authority to bypass the formal process. "If we're going to properly give money, it has to be through this process," staff said.
The board asked staff to continue outreach to the agencies, to include the general-ledger reference numbers in the packet for easier cross-reference, and to report back with any missing documentation at the August meeting.
