Steuben County hears $20 million landfill expansion bids; financing to come from landfill enterprise fund

The Steuben County Finance Committee discussed preliminary bids and financing plans for a proposed landfill expansion during its March 10 meeting in Bath. County staff reported that expansion bids came in at about $20 million and said any bond for the work would be paid from the Landfill Enterprise Fund rather than from general property taxes.
Chair Scott J. Van Etten and Vice Chair Robert V. Nichols raised operational and funding questions during the update. Van Etten told the committee, “we have a self‑supporting Enterprise Fund,” and staff confirmed the county can use enterprise fund resources to cover expansion borrowing. Nichols asked whether bonding would be covered outside the property tax levy; staff explained the enterprise fund structure allows that separation.
Members also discussed customer rates. Committee member Jeffrey P. Horton reiterated his desire to discontinue preferential rate arrangements for haulers who bring trash from outside the county, saying the committee is "in favor of raising the rates" for 2027. No formal rate change was adopted at the meeting; the discussion signaled staff will return with amended rate proposals for consideration.
The matter remains under active review; the committee did not take a financing vote beyond accepting staff’s report and acknowledging the enterprise fund as the planned source for repayment.
