One attorney recounted that pulling a dataset from a prior session enabled a multi-page strike-all to be produced quickly; without historical imports, the same work could take days.
Developers and architects discussed two approaches: (1) import the historical bill text as an exact copy and provide tools for the drafter to mark which blocks are code, or (2) allow plain-text editing during drafting and finalize/mark code at enrolling. Staff favored the latter to preserve drafting speed while retaining downstream codification integrity.
