RTC reports $11.9 million balance; commissioners approve quarterly financial report

The Elko County Regional Transportation Commission approved its quarterly Regional Streets and Highways Fund report after staff said the fund ended September 2025 with a balance of $11,900,000.
"The Regional Streets and Highways Fund at the September 2025 had a fund balance of 11,900,000," said Susan (Speaker 3), who presented the report and the packet showing one month of fuel-tax receipts and interest. Susan reported year-to-date revenues of $737,000 and expenditures of $998,000; beginning fund balances were shown as $12,100,000.
Chair (Speaker 1) framed the revenue picture: counties can levy up to $0.09 per gallon in gas taxes and an additional 5¢ for diesel in recent sessions. He said long-term fuel-tax receipts have been “extremely flat” over the past decade despite more vehicles on the road, attributing the trend in part to more fuel-efficient and electric vehicles.
The financial statements drew no additional questions. Commissioner Travis (Speaker 4) moved to approve the quarterly report; the motion was seconded and carried by voice vote with the chair announcing the motion carries.
The packet included an apportionment schedule showing how the fund is distributed among local entities by assessed value; no changes to apportionment policy were proposed at the meeting.
