Town finance staff reported that a finalized DR-420 (taxable-value certification) from the Orange County property appraiser trimmed the town's preliminary estimate by roughly $11 million. "The DR-420 is a certification of taxable value required under the Florida administrative code," Gabby said while explaining the re-certification.
Gabby told the commission the prior estimate of $1,037,422,455 was updated to $1,026,267,670 and that the revision required adjustments to ad valorem revenue in the FY26–27 projections. A resident, Ed Kulikowski, asked how values could fall when many individual properties seem to be rising; Gabby replied that preliminary estimates can change and that she contacted the appraiser for clarification.
Commissioners noted the size of the change is significant for a small town and stressed caution before using reserves for recurring obligations. Staff said they would monitor roll updates and prepare revised revenue projections ahead of the tentative budget hearing.
