Staff emphasized that none of the development encroaches on the stream buffer or floodplain and pointed to a 25‑foot undisturbed tree‑save strip and other tree‑preservation measures. The applicant described multiple green‑infrastructure measures—runoff reduction pockets in courtyard areas, reserve space for stormwater ponds, and multiple layers of runoff reduction feeding detention ponds—designed to limit runoff before discharge to the larger pond and then to the creek. Planning staff explained that detailed hydrology, pond sizing and erosion control plans are part of the LDP review and will be required after any council approval and prior to clearing and grading.
