The Blackford County Board of Commissioners voted 3–0 on Oct. 7 to reduce the 2025 Certified Net Assessed Value withholding from 3% to 2% following a public hearing. The motion was made by Commissioner Dan Borgenheimer and seconded by Commissioner Laura Coons.
The action amends the county's withholding submitted to the Indiana Department of Local Government Finance for 2025. The vote was recorded in the minutes as unanimous. During the meeting the assessor's office received public questions about CNAV rates; attendee Ken Kline later thanked the assessor's office for handling his appeal "with great respect and professionalism." The change will be part of the county's submission to the state fiscal authority.
