Planning commission recommends final approval for Dunaway estate split with conditions after neighbor questions access

The Planning Commission on May 7 recommended final approval, subject to corrections and required waivers, for a Dunaway subdivision that splits Parcel 2 from the parent tract for estate purposes.
Surveyor Dennis Rosatti presented the proposal and the commission asked that the owner's name and tax map number be placed within Parcel 1, revised language under "Current Property Use" to distinguish Parcel 1 (single-family residential with on-lot water/sewer) from Parcel 2 ("Non-Buildable - Continued agricultural/silviculture usage"), and that Note 11 describing a 50' easement be reworded to clarify rights for Lot 2's ingress, egress and utility installation. The commission also required the right-of-way width for Oak Hill Road and 30' front and 10' side/rear setbacks to be shown for Parcel 2; the surveyor said these layers would be updated on the CAD drawings.
Adjoining owner JC Morosky said he received notice only one week before the meeting and expressed concern that the 20' access easement over his property could be used for additional development and traffic. Chair Connie Mattei and Solicitor Falatovich explained that the township's plan approval acknowledges the private 20' easement but does not open it to public use; "that will remain private as would the access to the utility easement," Falatovich said. Motion made by Paul Holleran and seconded by John Durco to recommend final approval subject to the conditions mentioned above. Vote on the motion: John Durco, Paul Holleran, and Connie Mattei voted for the motion. Motion passed unanimously.
The commission noted applicants must sign the non-buildable waiver for Parcel 2 and submit it for SEO and township approval, and that a revision number and date must appear on the plan before recordation.
