Planning commission recommends conditional approval for Koontz lot-line consolidation across Salem and Loyalhanna townships

The Salem Township Planning Commission recommended final approval May 7 of a lot-line consolidation proposed by Gregory (Greg) Koontz that would revise and consolidate portions of Westmoreland County tax parcels spanning Salem and Loyalhanna townships.
Koontz presented a plan to split tax map parcel 57-10-00-0-008 into two pieces (Parcel A and Parcel B), join Parcel A to tax map no. 52-11-00-0-005 in Loyalhanna Township and consolidate Parcel B with 57-10-00-0-031 in Salem Township. The commission required revisions including an amended Statement of Purpose, parcel data table changes to show the new totals, owner names listed parcel-by-parcel, a Westmoreland County certification block and the provision of a signed non-buildable waiver for Parcels A and B. The draft Statement of Purpose supplied with the plan was read into the record: "The purpose of this plan is to revise the Lot Lines between Westmoreland County Tax Map Parcel Nos. 57-10- 00-0-008 & 57-10-00-0-031 in Salem Township and 52-11-00-0-004 and 52-11-00-0-005 in Loyalhanna Township."
Solicitor Gary Falatovich asked that ownership be stated on a tax-map-number basis and cited Instrument No. 202503170006507 as the source of title for two of the affected parcels. The commission’s recommendation includes a condition that the County Planning Department receive the non-buildable waiver and that a revision number and date be shown on the recorded plan. Motion made by Paul Holleran and seconded by John Durco to recommend final approval subject to the conditions mentioned above. Vote on the motion: John Durco, Paul Holleran, and Connie Mattei voted for the motion. Motion passed unanimously.
If the Supervisors approve the plan, the commission’s conditions require documentary amendments (parcel data table, township and county certification blocks) prior to recording and that the Salem portion of Parcel A remain assessed under parcel 57-10-00-0-008 unless annexation occurs. The commission did not accept any dedication of roads or public improvements as part of the approval; that limitation will be noted on the plan per the township certification language.
