The Gooding County Planning & Zoning Commission on May 19 unanimously approved a Special Use Permit for a proposed 150-foot telecommunications tower at approximately 3100 S 1400 E in Wendell. The vote followed staff presentation of agency comment letters and an applicant narrative from Renee Fontaine of Siteac LLC, who is representing Horizon Tower.
Commission discussion centered on regulatory compliance and outstanding submittal items. Vice-Chair Kathleen Goicoechea and staff noted the proposed height is below FAA obstruction-marking thresholds and that the site lies within CAFO #188. During the motion phase, Commissioner Johnscott Cutler moved that "Criteria 1-8 had been met," which the commission amended and approved; Daret Lamm subsequently moved that county ordinance criteria were met with conditions. The commission attached three conditions to the approval: presentation of FCC license and registration numbers; provision of an FCC Finding of No Significant Impact (FONSI) and/or Environmental Impact Statement; and availability of an environmental assessment report (Form 600 or Form 854) for review. The vote to approve the Special Use Permit and conditions was unanimous.
