Participants flag need for multi-agency fund attributes in appropriations bills

During the demo, several participants raised a concrete data-mapping problem: an appropriations bill can contain multiple general-fund sections for different agencies, so a single global 'general fund' attribute would not distinguish agency-specific codes. One participant stated, "not just 1 general fund per an appropriations bill can have multiple general funds from different agencies," and recommended adding multiple agency-linked general-fund attributes.
The group discussed examples including DFA, MEMA and the Supreme Court, noting that about 10% of bills have atypical structures that don’t follow the standard root-bill pattern. Staff agreed to add nuance to the attribute model so a bill can hold several agency-specific general/special fund attributes and still pull the correct codes from the budgeting system.
