Commission approves transfer of conditional-use permit for concrete and asphalt operations

The Elko County Planning Commission approved CUP25-009, permitting LR Properties LLC to continue operating a concrete batch and asphalt plant on parcels currently used by Silver State Rock Products. Staff recommended approval with conditions that require compliance with Nevada Revised Statutes and county code and a requirement that a new conditional-use permit be applied for within six months if ownership changes.

Katie McConnell, representing LR Properties, told the commission her client is negotiating to purchase the property and plans to continue current operations. "It is my client's intention to continue the operations as they are," she said. Commissioners asked clarifying questions about the timeline for applying after purchase; staff restated the six-month condition in the staff report. A motion to approve the conditional-use permit with staff conditions passed by voice vote.

The approval carries standard development conditions, a six-month reapplication window if ownership changes, and a condition preserving county access across the plant property to an Elko County parcel. The county will coordinate continued access and operational coordination with plant operators where needed.
