Commissioners asked clarifying questions about the timeline for applying after purchase; staff restated the six-month condition in the staff report. A motion to approve the conditional-use permit with staff conditions passed by voice vote.
The approval carries standard development conditions, a six-month reapplication window if ownership changes, and a condition preserving county access across the plant property to an Elko County parcel. The county will coordinate continued access and operational coordination with plant operators where needed.
