Commissioners approve conditional-use permit for propane transfer site on county land

The Elko County Commission approved a resolution creating a conditional‑use permit for Savage Infrastructure LLC to transfer propane and other materials from railcars to trucks on county‑owned property.

Corey Rice, the county planner, said the operation will be a rail‑to‑truck transfer and emphasized the applicant will not store hazardous materials on site. “Savage is essentially utilizing this area in yellow, which is owned by the county. They are wanting to transfer propane and some other materials from rail to truck there. They’re not planning on storing these on‑site,” Rice said, and noted the applicant must meet DEP requirements and the planning commission recommended approval with conditions.

Commissioners asked about the permit duration and whether the resolution establishes the conditional‑use permit; Rice said the resolution creates the permit and that the conditional use will endure “as long as they’re operating the facility.” One commissioner asked whether the conditional use should be bounded to the materials the applicant described; the planner and a commissioner confirmed that the resolution includes specific conditions the board added to limit the permit to the proposed operations. A motion to approve resolution 2025‑34 carried unanimously.
