When Topping presented an additional appropriation request for GO Bond Series 2025 Non-Rev ($2,000,000 listed for capital improvements), Commissioner Denise Konkle asked to break the $2 million down by project. Topping said tracking was easier if left in a single line, but the council voted 4-3 to remove the item from the agenda.
