Floyd County Council re-adopts 2026 tax levy 6-1 amid objections over CCD rate

The Floyd County Council voted 6-1 on Jan. 7 to re-adopt the county's 2026 tax levy and rates, approving an adopted budget of $54,168,823 and a county tax levy of $15,846,097 (rate 0.4057). The motion to approve was moved by Matt Millies and seconded by Tony Toran.
Jim Freiberger cast the lone dissent, saying there was insufficient justification for what he described as a doubling of the Cumulative Capital Development rate. "He opposed because there was not enough justification for doubling the CCD rate," the minutes record. Auditor Diana Topping had earlier flagged a paperwork error: "there was a glitch in paperwork on Gateway and failed to populate the Adoption paperwork," she said during the public hearing on the levy. The public hearing produced no public comment and the hearing was closed before the final vote.
