Floyd County Council agrees to move funds into Public Safety LIT ahead of budget adoption

During the Sept. 9 hearing Auditor Diana Topping recommended moving $2.5 million from the General Fund into the Public Safety Local Income Tax (PS LIT) fund to cover anticipated public-safety needs and to align appropriations with caps on Form 3. Councilmembers agreed and authorized a set of eight adjustments including: moving probation and dispatcher salary lines into PS LIT, reassigning a community corrections position from the DOC grant to PS LIT, splitting pension payments in the commissioners' budget, and appropriating EMA and Riverboat funds into specified accounts for 2026.
Council recorded the list of agreed adjustments and recessed the hearing to allow staff to implement the changes and present final appropriation language at the formal adoption meeting.
