She told Council the project would create eight new jobs and retain 10 positions with combined payroll figures outlined in the packet. Council discussed underground‑tank safety and wage levels; Councilwoman Lyndsey Hammond asked about IDEM oversight and whether public‑safety costs should go to public safety rather than economic development incentives. On a motion by Councilman Tom A. Harris and a second by Paul Lagemann, the Council approved resolution 202603‑11‑01 and the SB‑1, recording a 6‑1 vote. President Armstrong announced "We are at 6‑1‑0.
