"It appears to follow the template law from NYSERDA for Battery Energy Storage Systems," the committee noted in its review. After discussion the committee adopted a determination that the local law "appears to have no intermunicipal concerns and to be of local concern only." Brian Soper moved the determination and Doug Kierst seconded; the record shows the motion carried with all voting AYE.
Under New York State General Municipal Law §239-l, m & n the county committee reviews local planning actions to assess potential intermunicipal or countywide impact. The committee's finding means Cayuga County will not raise county-level objections under the GML referral process for this submission from the Town of Victory.
