Council authorizes advertisement of water, sewer and reclaimed-water rate ordinances

The council granted permission to advertise two utility-rate ordinances and asked staff to provide customer examples that illustrate how tier changes and readiness-to-serve fees would affect bills.
City Attorney Alley read Ordinance No. 4030, which would amend City Code chapter 90 to adjust water, sewer and irrigation rates, increase readiness-to-serve fees and implement scheduled percentage increases in later fiscal years. Council moved and seconded the item for advertisement and approved it without recorded opposition.
Council members asked for clearer public-facing examples showing how inside-city and outside-city customers would see changes in their bills and requested that staff include typical bill scenarios in outreach materials prior to second reading. Utilities Director Richard Moulton said the ordinance schedule could be retained in the advertisement and staff would prepare example bill impacts for public distribution. "The readiness to serve fee is a fee that captures the administrative portion... it's a flat fee," Moulton explained.
