Legislative staff, developers review drafting system ahead of special session

Ethan Samsel, deputy director of the Senate Legislative Services, led a demonstration of a web-based legislative drafting system and told developers the session intended to reproduce the drafting workflow staff use daily. He said staff liked features such as attachment handling and editable subjects but ran into problems with template spacing, subsection indentation and limits on testing code sections in the demo environment. "I'm Ethan Samsel. I'm the deputy director of the senate legislative services," he said during introductions.

Staff emphasized that some problems disrupt real-world floor workflows. They asked that the system avoid recognizing the full content of code sections until the enrolling stage so attorneys can edit freely during drafting, and requested a manual renumber button so sections and internal references are not changed automatically. "We only have 3 code sections," one attendee noted as a current testing limit, and Ethan warned that emergency work outside normal hours had real costs: "That's gonna cost the state $250,000 to do it," a participant said describing past weekend workarounds.
