House Bill 25 92, carried by Representative Boyd, was presented to the subcommittee and moved to full finance after discussion. Boyd said the bill would permit municipalities to include a board member appointed by the county mayor when the utility serves more than 3,500 ratepayers outside the municipality; additional seats can be triggered at higher thresholds (for example, around 135,000 households for an additional seat) and appointments would be made by the county mayor.
Representative Parkinson asked whether appointees would be voting members and Boyd said they would be "voting but nonpaid members" and that compensation could be approved later if the board chose. The committee voted 9–3 to advance the bill to full finance. The subcommittee record shows discussion on thresholds and appointment mechanics but no amendment adoption that changed those provisions on the floor.
