Trustees seek clearer rules on trip funding after discrepancies in student costs

Assistant Superintendent Grijalva presented a three‑tier funding framework governing school trips: tier 1 (co‑curricular) is district funded with student contributions, tier 2 (extracurricular) is ASB/fundraising funded, and tier 3 (optional trips) is primarily student/parent paid. Grijalva said funding for state and national qualifiers is currently capped at up to 50% and that recent practice has the district covering about 40% of costs for state/national competitions this year.
Trustees pressed staff for objective, repeatable criteria because families and programs sometimes face large disparities — for example, a DECA trip where students paid $100 each while the district covered $69,000 for the group, and other national competitions that cost families much more. Trustee questions focused on how the district determines the percentage support, whether caps are applied uniformly, whether limits exist on how many trips a program can receive district support, and how the district communicates rules to parents.
Staff said funding tiers are based on board policy and the relative curricular connection of trips; principals review and recommend and administrative services and fiscal services provide secondary review before board approval for overnight out‑of‑state or international trips. Superintendent Nicholas and staff agreed to clarify the 40% support explanation and return with a more visual, communicable chart or framework to reduce perceptions of favoritism and to ensure equity.
