Public hearing on Liberty Place TIF closed; commissioners to continue negotiations
Summary
After more than an hour of testimony, the commission closed the April 8 public hearing and took a procedural vote to adjourn the hearing; no TIF vote occurred and staff will continue negotiations with the township, schools and developer ahead of a May 20 decision.
Commission President Sasha L. Rittenhouse closed the public hearing at 11:48 a.m. after public comment and staff presentations. Commissioner Richard L. Lohnes moved to adjourn the public hearing and Commissioner Rittenhouse seconded; the roll call recorded both as voting "Yes."
County staff and legal counsel said negotiations over the TIF's distribution, bond amounts and township share remain unresolved and that the commissioners will not vote on a final agreement until those items are settled. The board indicated it may schedule a public update before the planned May 20 meeting where commissioners expect to consider action.
The hearing record notes that under current interpretations of the Ohio Revised Code the developer would be liable for bond repayment and that several levy and school issues are statutory considerations in distribution decisions. The public hearing was formally closed and the commission adjourned the session.
