Residents raise questions about taxes, bonds and erosion at Liberty Place hearing

Karen Pruett asked whether homeowners in the new development would pay millage; commissioners and staff responded that new homeowners will pay taxes and an additional 5 mills included on the same tax bill rather than having any exemption. Sandra Shultz and others asked who would be responsible for the bond and how much of the TIF would go to the developer; staff said bond amounts and developer reimbursement are part of negotiation and that current Ohio Revised Code practice places bond liability with the developer rather than the county.
Residents also raised local impacts unrelated to budgets: Gary Shannon and others asked that erosion controls be addressed because runoff from the project threatens Willow Lakes; Shannon said the land is "highly erodible" and urged protections to prevent sedimentation into the community lake. Kathryn Sahle, a local realtor, and other neighbors questioned the student-yield estimates and expressed concern about transparency and long-term community character.
County counsel and staff emphasized that this is not a tax abatement and that tax bills will resemble normal bills, but that improvement-generated revenue may be routed through a TIF fund and distributed according to the negotiated agreement. Commissioners offered to meet with residents after the hearing and suggested trustees' meetings as another venue for details.
