Developer says rising costs drove $1.2M ask; county presentation shows larger pool for negotiation

Developer representatives from DARP Inc. described unpredictable and rising construction costs as the reason they requested county support while stressing much of any TIF funding would pay for infrastructure to be turned over to local governments.
Pat Williams said the developer's ask "in this is $1.2 million, not $9.3 million," characterizing $1.2 million as the backstop DARP believes it will need to cover unexpected increases. Ron Sweeney added that amounts flowing through the TIF would be used for public infrastructure and eventually turned over to the county or township for long-term use.
County staff advised that presentation figures are projections and that the $9.3 million cited is the estimated amount available after auditor fees and protected levies, with roughly $12 million of eligible infrastructure expenses identified by the developer. Staff and legal counsel also said bond amounts have not been finalized and that, under current Ohio Revised Code practice, the developer—not the county—would be liable for bond repayment.
DARP noted it has borrowed about $3.6 million for phase one and said uncertainty in builder estimates and material costs have constrained firm cost projections. Negotiations will determine the final reimbursement to the developer, the township share and any debt service structure.
