Hemphill County proposes 0.5300 tax rate as part of 2024–25 budget plan

Hemphill County Judge Lisa Johnson told the commissioners during a budget workshop that certified property values have declined significantly and the county faces a revenue shortfall for 2024–25. She said one penny on the maintenance and operations (M&O) rate would generate $113,597 and described a proposal that increases the overall tax rate by 0.08 (.05 to M&O and .03 to Road & Bridge), reaching a combined rate of .5300 that would produce $6,024,751 in tax revenue.
Johnson summarized other budget moves to address the shortfall, including raising Solid Waste Disposal tipping fees by $20,000 (to $130,000) and reducing Public Facilities Capital Outlay by $20,000 (to $110,973). She noted the county will not receive $293,410 expected from a wind farm this year and plans to use $1,029,812 from the General Fund reserves and $278,119 from Road & Bridge reserves to balance the budget. The court voted to set the proposed tax rate at .3800 for M&O and .1500 for Road & Bridge (total .5300) and scheduled a public hearing and final adoption votes for Aug. 26, 2024 at 9:00 a.m.
