Commission grants preliminary certification for S.P. Halls House, with condition on future exterior changes

The Horry County Historic Preservation Commission voted June 22 to grant preliminary certification for a special tax assessment application for the S.P. Halls House in Conway, a residence the applicant says dates to 1918.

A committee member moved to approve preliminary certification as submitted, with a condition that the applicants notify the commission and return for review before making any further exterior changes. The motion was seconded and approved by voice vote; the chair announced the motion carried. The minutes and record do not show a roll-call tally by name.

Staff and the applicant told commissioners that the City of Conway had previously deemed the property eligible for a local tax incentive on Nov. 17, 2025, and that the Conway Community Appearance Board gave preliminary approval on Dec. 17, 2025. The applicant said the property was added to the county’s register in March 2026 and that the special tax benefit, if approved at final certification, would last approximately 15 years.

Commissioners framed the approval as preliminary review of work already done and of planned future work; one commissioner emphasized the need for the applicant to return for review of any further exterior alterations. The commission opened the public-input period for the project, received no speakers, and closed public input before adjourning.
