The Blue Earth River Watershed Planning Partnership Policy Committee held a public hearing Nov. 17, 2025, during which Rachel Olm, HEI staff, presented an overview of the Blue Earth River Comprehensive Watershed Management Plan. Chair Larry Cowing called the hearing to order and asked for public comment; "No members of the public were present," and he closed the hearing at 9:30 a.m.
After the presentation, committee members discussed plan text and next steps for local board review. Kevin Paap moved to amend phrasing in the plan's Land & Water Resources narrative under the Climate section to read, "The growing season is lengthening and extreme precipitation and hot days impact crop yields." The committee approved that change and later approved the plan with recommended revisions for submission to local boards.
