Erica Jackson presented a proposal to establish a periodic maintenance fund for the Tiernan Unit covering four drains: Tiernan Upper, Tiernan Lower, Ackerman and Revert (Doc #26-050). The proposal included recommended rates: $3.00 per acre with a $15 minimum for agricultural and residential properties, and $5.00 per acre with a $25 minimum for commercial and industrial properties. ACSO recommended proceeding to a public hearing and the board approved setting the hearing for April 16, 2026 at 9:30 AM (motion by Ron Turpin; second by Rich Beck).
Emily Grabill highlighted that consolidating periodic maintenance into a single fund can reduce overlapping assessments that confuse property owners. Board members supported moving forward to public notice and hearing. The hearing will allow property owners to comment on rates and inclusion of the four drains.
