One staff member described the measure as a "glorified transfer" because interfund changes require deappropriation and reappropriation rather than an administrative transfer.
A motion to approve the transfers was made and seconded; the council voted 'aye' and the transfers carried. Council members noted the moves were intended to maintain public safety staffing while recruitment and training continue.
