Mayor Dan Catlin called the meeting to order and the council heard a presentation from Jeff Mortimer of Sunrise Engineering on the draft 2026 Transportation Master Plan. Mortimer traced the project back to a Technical Planning Assistance award in May 2024 and said funding became available in July 2024; staff paused the project during construction of the Toquerville Parkway. Council discussion focused on crash data and whether the study's analysis overly emphasized the town's older areas.
Councilman Wayne Olsen said he was concerned the plan “was too heavily focused on the older part of Toquerville,” prompting staff and the consultant to review how roads were classified and where crash data were mapped. The presentation and discussion included specific process details (TPA funding timeline and a pause during parkway construction) and technical questions that staff said they would address in the next draft.
