Staff said the change responds to the recent landscape and buffer ordinance update and would provide relief in limited circumstances while protecting major streetscape buffers.
Commissioners asked clarifying questions; staff provided the scope and limits of the proposed variances. No formal vote on the amendment was recorded at the workshop; the text amendment will proceed through the normal adoption process.
