City planning staff explained that the council was rehearing three linked items to correct a legal description omission for a previously approved project: an annexation, a large-scale comprehensive‑plan amendment and a rezoning for about 115 acres east of Volco Road.
Staff and the applicant said only about 19% of the site would be developed (a maximum of 176 units) and that 80% of the property would remain as wetlands, conservation or ponding to satisfy updated stormwater standards. "They were gonna leave 46.3 acres or 41.6% of the site as conservation…and the ponds and uplands…39.3% of the site," the development-services director said. Residents including Kim Long, Chuck Martin and others raised repeated concerns about flooding, runoff to Volco Road, degraded tree cover and whether the adjacent infrastructure—roads, drainage and schools—could sustain additional buildout. Staff replied that environmental assessments and school-capacity reviews were submitted with the original application and that traffic and stormwater studies would continue during later permitting stages. The council approved the annexation, amendment and rezoning on roll call after the public hearing (three votes in favor; two opposed).
