CRA addendum: consultant cites $58M capital needs, $53M revenue projection and county oversight limits

"The 40 year plan talks about having, up to $58,000,000 in capital projects as well as $53,000,000 in revenue," Giuliano said. She also warned that because Volusia County is a charter county, county oversight imposes restrictions: CRA dollars generally must be spent on capital projects or staff directly tied to capital projects, and major plan changes require county review.
