Board issues unfavorable recommendation for Edgewater Villages BPUD after extensive resident concern about flooding and traffic

The Planning & Zoning Board on Aug. 14 voted to send an unfavorable recommendation to City Council for RZ2401, a rezoning request to create the Edgewater Villages business planned-unit development on roughly 42 acres west of West Indian River Boulevard.

Staff described the BPUD concept—three phases including independent living, memory care/assisted living and later an emergency room and medical offices—and recommended approval of the BPUD agreement conceptually. The applicant said the project would deliver senior housing, medical services and jobs and that engineered stormwater detention would ensure no more water leaves the site than at present.

Residents from nearby Coral Trace, Hideaway Lane and other neighborhoods spoke at length, raising repeated concerns about chronic flooding, the capacity of downstream conveyances under State Road 442, construction impacts, proposed access points near gated communities and buffer widths. Gina Holt, who lives less than half a mile from the site, said phase 3 would "alter the natural flow of the water" and noted large areas of wetlands within the proposed site. Multiple residents cited prior examples of development increasing flooding on adjacent properties.

Board members debated whether to recommend approval. A motion to forward a favorable recommendation died for lack of a second; a subsequent motion to send an unfavorable recommendation passed on roll call (recorded votes: Chair Kennedy – No; Andrew Krowicz – No; [others] Yes). The board's unfavorable recommendation will go to City Council, where the rezoning will be considered with further engineering and site-plan review if council approves.
