Scaled "Main Street" plan proposed for Park Avenue to seed local businesses

Consultant Eliza Harris Giuliano said the updated vision recommends breaking the previous large-scale concept into smaller, incremental pieces so redevelopment can occur one lot at a time. She identified a cluster of city-controlled parcels that could seed a Park Avenue Main Street with locally owned shops, dining and pedestrian streetscape.
"If you go to the next slide, this is breaking that up rather than having big buildings into smaller buildings that could be invested in 1 set 1 1 at a time," Giuliano said. During discussion, a planning and zoning board member asked, "So would the city own the buildings or would they own the real estate and then like 99 year lease it to a developer?" Giuliano said those are implementation-level questions to be decided later and suggested an RFI/RFP process for city-owned lots.
