Emergency management director says county monitored storm but saw "nothing that I'm aware of" requiring activation

The county's emergency management director briefed the Ottawa County commissioners on the weekend winter storm and said county officials monitored National Weather Service briefings from multiple offices and prepared the emergency operations center, but did not activate it.
"I monitored the the weather report," the director said, describing multiple stakeholder calls and updates from the National Weather Service. He told commissioners the available incident reports and utility notifications showed "nothing that I'm aware of" that rose to a type‑3 or higher incident requiring unified activation. He said he had moved a support vehicle into the garage, checked trailers and coordinated with the sheriff and Road & Bridge to stand up warming-station or logistics capability if needed.
Commissioners pressed the director on communications: who sends instant alerts, how utilities notify county staff, and whether cities and fire chiefs were being looped in. The director said he had reached out to adjacent counties' emergency managers, would improve lines of communication to KDIM and county inboxes, and would provide business cards and contact information to commissioners. He also described plans to deploy a trailer for warming stations and to work with the sheriff and fire chiefs to stock water and food when multi-agency responses are needed.
The briefing included operational detail from Road & Bridge about staffing and pretreatment during the storm; commissioners asked for a written after-action summary and cost estimates for equipment upgrades discussed during the meeting. The director said he supports the commission's intent and will "do my level best to communicate" when future incidents warrant it.
Looking ahead, the director and commissioners agreed to better define what levels of incident should trigger county-wide activation and to confirm which office will send instant alerts and social-media messages during future events.
