Several participants described a set of regulatory changes the planning board can adopt that would require mostly numerical edits rather than wholesale rewriting of the ordinance. Deb Hall of the Economic Development Committee offered the EDC’s four recommendations: “increase height limitations within growth zones; consider eliminating parking requirements; increase staff authority for approval projects; and increase the percentage of lot coverage.”
Speakers characterized these as “low‑hanging fruit” that could shorten review cycles and reduce the number of hearings necessary for certain housing projects. John and others cautioned that language must be precise to avoid unintended consequences; they framed these edits as a first step that could be taken while longer term, more complex reforms are developed in the housing plan.
The planning board agreed to move several of these items into its immediate workplan for drafting ordinance language to present to the select board, with an eye to public review and a possible warrant article later in the year.
