Clay County Board finalizes 2027 budgets and agrees to exceed Revenue Neutral Rate

The Clay County Board of Commissioners finalized department budgets for the 2027 fiscal year and set a public budget hearing for Aug. 24, 2026, at 5:30 p.m., after a final budget workshop led by Randy Gassman of Pottberg, Gassman & Hoffman.
Gassman reviewed department budgets, revenues and expenditures for Clay County, Mulberry Rural Fire District, Riverside Drainage District and Clay County Rural Highway. The board "unanimously agreed to exceed the Clay County Revenue Neutral Rate levy of 55.928 mills for the 2027 budget year," the minutes state. The board also scheduled the formal budget hearing for Aug. 24, 2026, at 5:30 p.m.
The decision to exceed the Revenue Neutral Rate (RNR) means the county intends to levy more than the level that would produce the same tax revenue as the previous year after property valuation changes. The minutes do not specify the final mill levy amount proposed for adoption; the board will consider that at the public hearing. The adopted budgets cover multiple funds and related special districts; Gassman's workshop and the board's action complete the formal steps required before publishing and holding the required hearing.
