City explains Station 53 staffing model: 12 required for full operation, budget includes nine new positions

City staff described the operational minimums and staffing math for the new fire station during the June 16 special session.
"Fully staffing Station 53 requires 12 firefighters because the department operates three shifts with four firefighters assigned to each shift," City Administrator David Bunker told the Council. He explained the budget includes nine new firefighter positions because one firefighter from each shift at Station 51 would be reassigned to Station 53, allowing the new station to open with four firefighters per shift while reducing staffing at Station 51.
Bunker also said the department had originally requested 16 additional firefighters to better account for leave and staffing coverage. Council members discussed a phased approach to hiring as an alternative to adding all positions in a single year and were told that staffing shortfalls at Station 51 could affect response capacity given it is the busiest station in Utah County.
