Trustees discussed procurement alternatives and approved a motion by Trustee Jonna Thomas, seconded by Trustee Foulke, to proceed with the lease‑leaseback approach to secure contractors and accelerate schedules.
The vote was 4-0 with Trustee Olivia Leon absent. District staff said multiple bid packages are expected and that the lease‑leaseback model was selected to help the district control schedule and coordination across projects. The board did not adopt contract awards at this meeting; staff will return with procurement documents and recommended contractors in subsequent meetings.
